Training program for the application of the law regulating the right to access information, in cooperation with the Administrative Control and Transparency Authority from 14-17 October 2024

Doha, Qatar: The Administrative Control and Transparency Authority organized a training program in collaboration with the Rule of Law and Anti-Corruption Center on the “Law Regulating the Right to Access Information” from October 14 to 17, 2024. The program aimed to enhance the capacities of public officials, improve their efficiency, and provide them with knowledge that boosts their academic and practical skills in the fields of integrity and transparency.

The training program introduced Law No. 9 of 2022 on the regulation of the right to access information. It briefly discussed the law, which comprises 27 articles distributed across eight chapters. These chapters cover various provisions related to organizing the right to access information, including procedures for information requests, timelines for providing information, conditions for accepting or rejecting requests, and legal penalties such as fines and imprisonment. Additionally, the program highlighted the obligations of entities subject to the law, including automatic publication of information, providing requested information, handling acceptance and rejection of requests, grievance mechanisms, related local laws and policies, international best practices, and practical training for implementation within entities.

The law aims to maximize the utilization of public services offered by various entities, contribute to recruitment processes, enhance transparency in the performance of relevant institutions, promote economic participation and encourage investment, support the media, combat rumors and misinformation, and contribute to scientific research.

This training program is part of the development plan pursued by the Administrative Control and Transparency Authority to strengthen the capacities of public officials, improve their efficiency, and equip them with knowledge to enhance their academic and practical abilities in the areas of integrity, transparency, and corruption prevention. These efforts contribute to a key pillar of Qatar National Vision 2030: human development.

It is worth noting that the Administrative Control and Transparency Authority has implemented various awareness and training programs to educate state employees and train them in advanced methods for detecting corruption. The Authority also prepares them to collaborate with the Authority in this field. In cooperation with national training centers and institutions, the Authority has conducted programs and training courses on numerous topics, including integrity and transparency, workplace ethics, reporting violations and conflicts of interest, and fostering a culture of whistleblowing.
